The powdered sugar question
A pound of powdered sugar is about 3.8 cups if you spoon it in unsifted, and closer to 4½ cups sifted. That gap is why frosting recipes so often come out too stiff or too loose.
American powdered sugar is sold in 1 lb and 2 lb bags precisely because so many frosting recipes call for the whole bag. If a recipe says 'one box of powdered sugar', it means 1 lb — about 3¾ to 4 cups.
The flour question
A pound of all-purpose flour is about 3.6 cups when spooned and levelled at 125 g per cup. Scoop the cup straight from the bag instead and each cup can hold 140 g or more, which drops the answer to about 3.2 cups.
That variability is exactly why the answer to 'how many cups in a pound of flour' differs between sources. The weight is fixed; the cup is not. If a recipe matters, weigh it.
Working the other way: cups to pounds
